Chris Britton, Director
Chris founded CBC in 1990 and has developed an international reputation in the field of Highway and Pavement Management. His practical approach, creative streak and vision have won him the trust of clients at home and abroad. In addition to managing and developing the company, Chris is still able to retain a personal involvement with Clients and to lead and contribute on many of the projects undertaken by the company.

James Elliott, Technical Director, Asset Management
James joined the CBC Management Team in 2007 as Technical Director Asset Management having built up the management and operation of strategic highway assets with Balfour Beatty/InterRoute. James’ key strengths are Strategy/People/Organisations/Systems which he applies to the three CBC business sectors for local authority and strategic highway clients in the UK and overseas; Asset Management, Data and Systems and Sustainability and Environment. James facilitates strategy and operational workshops on Asset Management and is a lecturer to MSc students.

Mark Oldfield, Principal Consultant
Mark has a local authority and engineering consultancy background with many years of experience in asset management and design in the highways and street lighting sector. He has also been involved in PFI projects providing technical support to clients at all stages of the PFI process including the street lighting modelling currently being developed for the Local Authority market place. Mark has worked on key Highways Agency and DfT consultation documents including being co-writer of the current DfT ‘Well Lit Highways’ best practice document. His capability includes asset management, modelling and PFI technical advisor.

Steve Williams, Principal Consultant
Steve joined CBC in 2003, bringing some 25 years experience in Local Highway Authorities and on Trunk Roads & Motorways. He is an IT specialist with knowledge of a wide range of computer applications. Working most recently with the team managing the national HAPMS project for the Highways Agency, Steve specialised in GIS aspects of the system, data management (including digitised road network models) and also provided training and user support.

Steve Fitzmaurice, Senior Engineer
Steve joined CBC in 2007 and is a chartered civil engineer with extensive experience of highways design projects and major maintenance design, gained on a wide variety of schemes from inception stage through to construction stage. Over the past ten years he has worked for both small and international consultants as well as, most recently, for a local authority.

Mike Gouldsborough, Senior Engineer
Mike has gained a wealth of experience in over 40 years within the highways industry, both in the private and public sector. His background includes responsibilities for materials testing laboratories, site investigations on a large range of county and motorway roads, and road assessments on routine and failure sites. Having joined CBC in 1999 as a Pavement Assessment Engineer, he is currently providing Mouchel Parkman with a pavement engineering service for the Highways Agency’s Area 5.

Craig Roberts, Pavement Engineer
Craig joined CBC in 2008 after spending seven years working in the field of Pavement engineering research at TRL. He has significant experience of working with the Highways Agency on projects as part of the Pavement Research Framework covering a range of topics including the use of recycled concrete aggregate in structural concrete, traffic speed road pavement condition assessment and the durability of low strength HBM. The major focus of his work has been on the design and monitoring of road pavement foundations, including contributing to the recent revisions to HD25 – Foundation Design. Craig is also experienced in the analysis and interpretation of pavement condition survey data for the purposes of maintenance assessment and preparing maintenance lifecycle models for prediction of maintenance costs.

Sean Ryan, Asset Management Systems Consultant
Sean, who recently joined CBC, has gained a wealth of experience in engineering and highways maintenance management over 20 years within the highways industry, both in the private and public sector. His background includes Materials Testing, Pavement Evaluation, Pavement Management Systems, Asset Management and Asset Management System Implementation.
Sean specialises in providing strategic and management advice, assisting clients on various aspects of Highway Asset Management, including Asset Valuation, Asset Management Plans and review of Asset Management Systems, as well as assisting with business development.

John Linsley, Principal Consultant
John has many years experience in engineering and highways maintenance management, and of general management within local authorities, latterly as Assistant Borough Engineer with Doncaster MBC. He has worked with CBC since 2000, and was Regional Director until March 2008. He now has the role of Principal Consultant specialising in providing strategic and management advice to local authorities, as well as assisting with business development.

Marian Purtz, Senior Engineer
Marian is a civil engineer who joined us in 2001, having come from the Slovak Republic where he was a Project Manager in the International Department at the National Road Administration. His contract, audit and project management skills have been put to good use on CBC PFI projects in the UK and Central Europe and in his ongoing role as a Support Consultant to the Highways Agency’s Pavement Engineering Team. Marian also provided technical support to the Highways Agency’s Area 5 Team in delivering their portfolio of Major Maintenance Schemes and has been advising our UK and international clients on various aspects of Highway Asset Management, including Asset Valuation, Asset Management Plans and review of Asset Management Systems.

Nicola Leahy, Sustainability Team Leader
Nicola, (or Niki as she calls herself), has worked as a practioner in environmental management in business since 1994, more recently specialising in sustainability issues across a spectrum of industry sectors. Her background includes in-house sustainability management expertise in the manufacturing and construction sectors, as well as senior sustainability consultancy experience working on carbon management and reduction with clients including Standard Life, Britvic, the Guinness Trust, Richemont and Dyson. Her current projects with Chris Britton Consultancy include work with the Highways Agency and Managing Agent Contractors on embedding sustainability within highway asset management, work with Connect Plus on the development and implementation of a sustainability checklist and index for the M25 road network, and projects with a number of local authority and corporate clients on developing systems and procedures for the Carbon Reduction Commitment Energy Efficiency Scheme. Niki has an economics degree, an MBA from the Manchester Business School and an MSc in Environmental Management from Cranfield University.

Siobhan Waring, Business/Project Support Officer
Siobhan joined CBC in June 2005 as an Administrator in our Doncaster office. She previously spent several years managing the administration and finances relating to maintaining the assets and infrastructure of a South Yorkshire waterway, as part of a nationwide network.

David Hope-Thomson
David has a wide range of skills and experience in the Environmental sector for highways and construction. This includes scoping assessments for air quality, landscape, the water environment and cultural heritage. These broad environmental skills are in addition to his expertise in ecological management, particularly identifying habitat potential for protected species and designing cost-effective mitigation solutions that meet legislative requirements. David is also proficient in Appropriate Assessment Screening Matrices and Environmental Assessments for Record of Determination, and has extensive experience of working with Statutory Environmental Bodies.

Lee Jackson, Business Information Consultant
Lee has a wide range of general managerial skills gained through the private and public sectors. He has managed teams in archives, records and information management for local and strategic transport authorities, and provided office, business and depot management support to Balfour Beatty including the development of databases, procedures and processes, quality auditing and preparing strategic plans (including quality and disaster recovery plans). He has also assisted the London Borough of Hounslow with their HM PFI OBC submission with the responsibility for setting up the virtual data room to ensure PFI bidders have complete confidence in the available information.

Julia Baker, Biodiversity and Environment
Julia has a wide range of skills and experience in the Biodiversity and Environmental sector within development, construction and highways maintenance. Combined with her international experience of biodiversity management, Julia has excellent capabilities in designing sustainable and cost-effective solutions for minimising risks and maximising opportunities from environmental issues to project delivery. Recent work includes Ecology Team Leader for Connect Plus Improvements Team on the M25 DBFO, Highways Area 4 Emergency Response Spillage Environmental Protocol, Climate Change Adaptation for the HTMA and M1 Landscape Improvement Design.

Andrew Mundell, Business Support Coordinator
Andrew took on the role of Business Support Coordinator for CBC in 2001 and has played a key part in organising national UKPMS seminars in London and Birmingham, as well as setting up new systems within CBC. He is also responsible for the administration of the UKPMS Owners Forum and made a major contribution to managing the practical aspects of our office move in 2002.
