Department for Transport Research Project on Commuted Sums




Project Update (08/07/08)


The second draft consultation document has been circulated for comment and can be accessed by clicking here.  Proposals for changes or additions are invited until 31st July 2008.


In May 2007 the Department for Transport (DfT), working with the UK Roads Liaison Group, appointed the recognised market leaders in highway management research, Chris Britton Consultancy (CBC), to review of the practice of charging Commuted Sums for future maintenance of prospectively adoptable highway works, and produce a Good Practice Guidelines Document for local highway authorities in England and Wales.


Commuted sums are not new, and are frequently sought by local highway authorities, from developers, to secure the future maintenance of the general “public realm” aspects of new developments. However, current practices are varied, with little consistency about the way such sums are sought to fund future maintenance of the highway asset.


The aim is for the resulting document to be acceptable to all stakeholders, enabling local authorities to negotiate commuted sums with confidence, and informing developers of potential requirements from the outset of a development project. It will provide clarity and uniformity to the process, and help minimise the risk of legal disputes. The document could also be useful for other transferable assets such as public open spaces etc.


CBC’s main partners for this project are Roger Tym & Partners, providing specialist planning and development economics advice, and Osborne Clarke, providing specialist legal advice. The Guidance will be launched at an appropriate national event during 2008.


The project’s first phase is to establish current practice, and a questionnaire was sent out to local highway authorities and developers in June 2007. Selected telephone interviews followed. The assistance of those contacted was very much appreciated. Press Release 26th March 2008 - Managing Our Assets



Broadening Horizons was the theme of the Highways Asset Management Conference, organised by Chris Britton Consultancy and held on 23rd January 2008 at the Institution of Civil Engineers (ICE), London.

The fourth in the series, and described as one of the best yet, the event was staged with the backing of both the ICE and the IHT. Some 200 delegates filled the main Thomas Telford auditorium, and, in the adjoining Great Hall, a sell-out exhibition from the industry proved successful.

Guest of honour was Transport Secretary Rosie Winterton, who chose the occasion to announce the government was making £15m available to local authorities for highway asset inventory collection.

In addition to the nine technical presentations from key industry speakers, a question panel chaired by Conservative politician Steven Norris was particularly well received by delegates. The panel included Shadow Transport Secretary Teresa Villiers, Alison Quant from Hampshire County Council, Councillor Barbara Reid from the London Borough of Hounslow and Andy Beauchamp from Balfour Beatty Connect.

Balfour Beatty Infrastructure Services Technical Director for Asset Management James Elliott presented a paper on the practicalities of managing major assets, drawing on our Highways Agency experience in Area 2. Other papers covered subjects ranging from flood management in Sheffield to high speed surveys of condition on minor roads.

Chris Britton said: “This event has raised our profile considerably. We’re already looking forward to the next one, which we will run in January 2009.”

Following the event, Rosie Winterton wrote to express her enthusiasm for the conference, and offering to consider contributing to similar events.

She said: “I gained some valuable insights from the discussions concerning asset management issues as they relate to highways.

“I, too, believe that dialogue between politicians, industry and public is crucial to ensuring all parties have a chance to contribute to the debate as well as to understand the pressures on others.”

17th July 2007 - CBC Moves Forward with Balfour Beatty



On 17th July 2007 Chris Britton Consultancy Ltd. began life as a wholly-owned company within the Balfour Beatty Group, but will continue to operate as a separate company, aiming to retain the CBC brand and independence. Moving forward, while it’s ‘business as usual’ with all our customers, the company is already diversifying and expanding its service offering as a result of the acquisition. We will be working specifically with the Professional Services business within Balfour Beatty Infrastructure Services (BBIS), and will put our asset and pavement management capabilities to good use in this context. The company is retaining its bases in Guildford and Doncaster, and so clients may continue to stay in touch through their usual contacts in these offices. We will also have access to a network of BB offices and facilities throughout the UK.

CBC in Team Awarded DfT "Mini-Scanner" Research Project



Chris Britton Consultancy is part of the team that has been awarded a key research project by the Department for Transport which aims to develop a Scanner vehicle specification for those parts of the network for which the current surveys are not cost effective, and to prove its viability. This would deliver a specification on the basis of which the Department could make a firm announcement concerning Scanner surveys on unclassified roads, and which machine operators could use to build vehicles.

Commenting on the award CBC’s Technical Director, Andy Pickett said “We are pleased to offer our specialist skills to this crucial piece of research. Extending the applicability of machine surveys to lower category roads has long been an aspiration of many in our field and we aim to investigate just how practical the idea is. We are delighted to be part of the team with TRL and Halcrow.”

CBC Awarded DfT Research Project on Commuted Sums



Chris Britton Consultancy has been awarded a key research project by the Department for Transport to provide local highway authorities in England and Wales with guidance which would enable them to negotiate commuted sums with confidence. This could provide a starting position for authorities in such negotiations and a measure of standard documentation to provide clarity and uniformity to the process. One aim will be to reduce local authorities’ exposure to legal action by developers. Our main partners on this project are Roger Tym & Partners, providing specialist input in respect of planning and development economics, and Osborne Clarke, providing specialist legal advice.

Commenting on the award CBC’s Regional Director, John Linsley said “We are delighted to be working on such an interesting project as well as extending our relationship with the Department of Transport. The project fits well with our strategy of helping our clients minimise risk, whilst increasing the quality of service they are able to offer. Commuted sums are not new, and are used extensively with developers in relation to the general “public realm” aspects of new developments. Third Highways Asset Management Conference - a Great Success



Challenge was the key word at the 3rd Annual Highways Asset Management Conference, which took place on 25th January 2007 at the Institution of Civil Engineering. Hundreds of delegates gathered to discuss improving the user experience, which lies at the root of the recent DfT research into service levels.

In taking the theme, “Delivering Service to the Customer”, the conference, organised by Chris Britton Consultancy with the support of the DfT, ICE Municipals Board, UK Roads Board and the IHT, attracted much lively discussion on the way ahead for the industry. Delegates were encouraged to take inspiration from the names of the renowned pioneers of civil engineering, by glancing at their names proudly displayed on the walls of the lecture theatre at One Great George Street. How would they manage today’s roads? It was suggested that a more holistic approach is needed to address customer’s wants and needs, rather than a pre-disposition towards simply measuring things more often and more accurately. Only by examining how asset managers and engineers engage with, and deliver effectively to their customers can we hope to enhance the highway asset.

Service matters to the DfT and Edward Bunting, in his presentation, clearly demonstrated how service delivery to the customer is important and will be at the heart of the Department’s advice in the coming year. Edward’s presentation acted as an introduction to Vijay Ramdas from TRL who presented her recent DfT research project. Vijay discovered that users want long-term quality repairs over short term patching and will accept different standards of roads, according to their use.

Customers want value for money, accept the need for trade-offs and demand better communications. Practical innovations from Islington, Caerphilly and Surrey were introduced as real world examples where innovation and a willingness to embrace technology are benefiting customers and an authority’s ability to deliver a high quality service within restrictive budgets.

As in previous years, an overseas flavour was provided; this time from Sweden and France, looking at new ways of working, in particular collaborative working for disparate teams. As always it was interesting to consider new ways of working, new methods and new technology.
Question Time followed lunch in attempt to fend off sleepy eyes by fuelling the debate with a panel of experts answering questions from the floor. Challenges again were evident in a number of questions urging delegates to shy away from the mundane and considering new and innovative ways of meeting their requirements. Perhaps we have to look at the problem in a fresh way and by addressing our customer’s concerns and priorities we will be more successful in arguing for the funds we need to improve the asset.

Department for Transport awards CBC contract to document NRMCS Legacy Software



As part of its ongoing work to update the NRMCS, the DfT has appointed CBC, in conjunction with Dr Ro Cartwright to carry out an analysis of the FORTRAN-based mainframe software used to produce the annual National Road Maintenance Condition Survey. Our team will create a specification for a replacement system to replicate this legacy system, as part of a wider initiative to develop new systems that will make use of SCANNER data as it becomes available on the local road network.

Andy Pickett, CBC’s Technical Director for Management Systems describes the appointment of CBC to undertake this work as recognition of CBC’s standing and expertise in the area of highway management systems. “The NRMCS is the largest and most important survey of its kind with potentially significant impact on future funding. Our appointment reflects not only our standing as a highways systems consultancy provider but also recognition of our wider capability to help the UK Roads Board achieve its objective to develop consistent surveying methods across England, Scotland, Wales and Northern Ireland, with the eventual aim of producing UK estimates of road condition and comparisons between the countries.”

The NRMCS is supported by the Department for Transport, the Local Government Association, the Highways Agency, the National Assembly for Wales and the Scottish Executive. The surveys are managed by the Department for Transport, with the UK Roads Board providing technical advice and an input to the Quality Assurance process.

CBC Hosts Australian Study Visit



CBC was pleased to play host to a study visit from Lewis Oldfield, Director of Works & Services for Cessnock City Council, New South Wales on behalf of the Institute of Public Works Engineering Australia. Lewis is undertaking an international study tour to identify best of breed in highway asset management, performance management and management systems and to transfer this knowledge to the management of highway assets in New South Wales. Herefordshire Chooses CBC to Update Their Highway Maintenance Plan



Herefordshire has a tradition of providing good in-house engineering and highways services, but its ability to improve the service has been hampered by restrictions in funding and lack of resources. The Council, recognizing the benefits that will ensue from adopting a comprehensive and structured approach to Highway Asset Management has selected Chris Britton Consultancy as a specialist advisor. As the first phase of this process CBC will be reviewing the Council’s Highway Maintenance Plan in the light of current Codes of Practice and industry best practice.

This project capitalizes on CBC’s strength of being able to blend engineering, commercial, and operational skills to create a series of plans that reflect corporate objectives and enable the Council to deliver measurable improvements on the frontline. CBC will work in partnership with the Council to develop plans to help the Council work towards their vision of an integrated and sustainable transport system that supports sustainable economic growth and provides for greater social inclusion.

London to Brighton Cycle Ride - The Training Pays Off!



This year, for the first time, CBC entered a team for the London to Brighton Cycle Ride, to raise money for a good cause, to promote fitness within the company, and to have a great day out!

Our team members were Paul Dennis, Chris Britton, Chris Spong, Tania Geldenhuys, Tania's friend and motivator Melanie, Martin Poskocil and Andy Pickett, supported on the day by Steve Williams, Andrew Mundell and Cilla Britton.

Sponsorship money is still coming in, but over £1000 has already been collected for the British Heart Foundation.

Project Management of Sheffield Arboricultural Survey



CBC have undertaken a comprehensive Arboricultural Survey for Sheffield City Council. The survey consists of locating each tree by GIS co-ordinates and creating a shape file for loading into the Local PMS System. Each tree will have a full Health & Safety visual condition survey including recommendations for work, which will be in accordance with present industry best practice and BS3998
Recommendations for Tree Work’.

Isle of Wight appoints CBC to create Transport Asset Management Plan to support PFI bid



Isle of Wight Council has appointed Chris Britton Consultancy Ltd to write their Transport Asset Management, including a Highway Infrastructure Asset Valuation of the 800 kilometres highway network. The Council sees this as a crucial part of their plans to bid for Department for Transport funds under the next round of the Highways Pathfinder PFI initiative, as well as the next step in improving the management of their highways.

Speaking about the appointment, Malcolm Smith, Isle of Wight Council’s Engineering Services Policy & Strategy Manager, added: “As in many areas of the country, the Isle of Wight is focused on applying sound asset management techniques to our highways infrastructure, and we are really pleased to be working with CBC, who bring with them huge technical knowledge and experience along with an ability to meet a tight deadline.”

Hounslow Appoints PFI Technical Advisers



The London Borough of Hounslow has appointed leading Highway Management specialist, Chris Britton Consultancy Ltd., to act as its Technical Adviser to assist in its bid for Department for Transport funds under the next round of the Highways Pathfinder PFI initiative.. Speaking about the appointment, Managing Director Chris Britton said: ‘For us, the move to act as client adviser for a Highways PFI is a logical progression building upon our strong experience in PFI contracting, Maintenance Management and Asset Management Planning’. The company will be developing innovative models for Hounslow and helping the Council to design a long-term project for the improvement of the street environment in the borough that is both commercially attractive and deliverable.

Suresh Kamath, Hounslow’s Director of Street Management and Public Protection added: “As in many areas of the country, Hounslow’s highways have become dilapidated over the years, and are in much need of improvement. Asset Management Gears up - The 2nd Highways Asset Management Conference



A packed main theatre at the Institution of Civil Engineers last week heard a stimulating series of papers on the subject of Highways Asset Management, at the 2nd ICE/IHT-supported conference on the subject. The popularity of the conference, building on the success of 2005, delighted the organisers, exhibitors and speakers alike, and demonstrated how far asset management has progressed in a short space of time in the UK. Hot topics such as recent Codes of Practice, asset valuation and performance audit were addressed authoritatively from the perspective of government (HM Treasury and the Audit Commission) and practice (DRD Northern Ireland Roads Service). Overseas speaker Jan Jansen, from the Danish Road Directorate, gave an interesting insight into a combined approach for bridges and pavements, and other speakers addressed models and the development of local authority Asset Management Plans, from recent experience. The event encouraged participation, with lively question and answer sessions, as well as a well attended exhibition. CBC win IHIE “Wine & Wisdom” Quiz Trophy



After many years of trying, CBC have finally won the “Wine & Wisdom” Quiz Trophy. The event, which started in 1993 and is organised by the IHIE, takes place in Ripley Village Hall (nr Guildford). It was very well supported again this year, with 16 teams. The questions were moderate to hard as usual, but with an excellent team headed by Chris, and playing our “Joker” at the right time we came through to take 1st place!

CBC Host Fact-finding Delegation from Korea



A delegation of senior officials from the Korean Ministry of Construction & Transportation and the Korean Institute of Construction Technology visited the CBC office in Burpham on 6th December as part of a fact finding tour to the UK. Particular areas of interest for discussion and the sharing of experiences included pavement management systems, the specification of asphalt surfacings and the implementation of highways PFI projects.

CBC Helping Buckinghamshire Develop an ICT Strategy for Transportation Services



CBC has been commissioned by Buckinghamshire County Council to carry out a business review and to develop an Information & Communications Technology (ICT) strategy for the Transportation Service. The aim of the strategy will be to enable Bucks CC Transportation Service to fully exploit ICT to engage with all stakeholders and effectively, efficiently and economically manage its assets and business.

Chris Britton speaks at 'Effective Highways Asset Management' Seminars



Chris gave three lectures, joined by John Amos from Mouchel Parkman, in Manchester, Birmingham and London during September at a series of seminars being run jointly by Mouchel Parkman and EXOR, on Effective Highways Asset Management in the light of the CSS Framework document. The response was excellent with over 60 people attending and much positive feedback received after the events. CBC is now offering its Asset Valuation service to assist any clients wishing to undertake the recommended ‘Pilot Valuation’ by March 2006.

CBC Appointed to Assist with Highway Asset Management in Hampshire



CBC has been appointed by Hampshire County Council to assist in the development of an Asset Management approach for highway management in the county. There are three aspects to the work; the development of a lifecycle approach to the management of highway assets, getting more value from condition data to assist better maintenance management and the introduction of better data management processes for inventory data.

The project will assist Hampshire in the development of their Transport Asset Management Plan, which is due to be published by the end of March 2006.

CBC Appointed to New Highways Agency Framework Contract



CBC has been appointed to a new five-year Framework Contract to provide research and consultancy services the Highways Agency in the area of pavement engineering.

The aim of the contract is to assist with the delivery of the pavement engineering research programme, and also with development, implementation and specific technical issues in this area.

CBC leads an experienced supply chain that includes Kingston University, Shell Global Solutions and Surrey County Council as well as a number of individual experts.

CBC Northern Office Open Day



An Open Day was held on 13 April 2005, officially announcing the opening of Chris Britton Consultancy’s northern office in Doncaster. Held at the company’s new premises, on the site of the new Doncaster International Airport, and using the on-site lecture theatre and other facilities, the day included technical presentations, guided tours, and an exhibition by commercial and professional organisations.

The day was extremely successful, and over 50 attendees enjoyed the series of presentations throughout the day on a varied, but related, range of topics:
Sharon Bennett, from Peel holdings, opened the proceedings and talked about the issues they have faced in developing the new airport at Doncaster, with an interesting illustrations and a computer-generated architectural walk-through the new terminal.
Dr. Tony Stock then gave the audience a concise refresher on the mechanics of “How Pavements Work”, noting that the industry must ensure that new recruits don’t forget the ‘basics’.
Chris Britton followed with some thoughts on a current topical issue within local authorities, namely Highways Asset Management, the emphasis of Chris’s presentation being on customer perceptions.
John Amos from Mouchel Parkman added some perspectives on asset management and communication. After lunch, Andy Kerr from Wakefield MDC, talked about their PFI experience for street lighting and the effects that it is currently having in Wakefield.
Alec Briggs from the Highways Agency in Leeds gave a very interesting talk on the A1 DBFO from Darrington to Dishforth. Not only did his presentation manage to keep people awake at this late stage in the day, but it also engendered several questions.

A number of exhibitors in the lecture theatre, added to the interest on the day.
North Yorkshire CC very kindly brought along their ‘grip tester’ and Dynatest, their FWD machine, which also provided attendees with some interesting demonstrations.
The exhibitors and demonstrators presence was much appreciated, and CBC would like to thank North Yorkshire CC, IHT, Mouchel Parkman, Sheffield Laboratory, Aperio, The Highways Agency, Dynatest and Adien for their support.

The day helped to demonstrate the usefulness of the facilities at the new Doncaster office, which CBC intends to utilise in the future for events such as training, workshops and seminars.

Humber Bridge Inspections



Chris Britton Consultancy, working in close association with Dr. Tony Stock, has recently begun a project to conduct an investigation of the bridge deck of the Humber Bridge. The work is being carried out on behalf of the Humber Bridgemaster and Bridge Board and is being managed from the recently opened CBC Northern Office in Doncaster.

CBC Appointed Technical Advisers to Waste & Resources Action Programme (WRAP)



CBC, working in close association with Dr. Tony Stock, has been appointed Technical Adviser to the Waste & Resources Action Programme (WRAP), providing advice on the use of recycled and secondary aggregates.

CBC Opens its New Doncaster Office



As part of it’s current expansion plans, Chris Britton Consultancy has opened a new regional office in Doncaster.

The office is situated just south of the town at Armstrong House, Finningley on the Doncaster/ Sheffield International Airport campus. It is conveniently situated for both the A1, and the Motorway network (M1/M18/M62), as well as the East Coast main line train services to London and Edinburgh.

The office is ideally placed to serve the company’s growing list of clients in the northern half of the country, but will also provide input to the company’s other projects.
On site provision of a lecture theatre and a board room provides scope for workshops and training seminars, fitting in with CBC’s established reputation in this field.

John Linsley has been appointed Regional Director for the new office, having worked with the company over the last 5 years.

An Open Day is planned for Wednesday 13 April, 2005. The day will include an element of technical CPD with talks by guest speakers, on highway and pavement related subjects, as well as provide the opportunity to chat with staff.

Highways Asset Management goes into Practice - Highways Asset Management Conference



Over 200 people packed the Institution of Civil Engineers last week to hear what it takes to put the principles of Highways Asset Management into practice. The popularity of the conference, which was jointly supported by the IHT and the ICE, delighted the organisers, exhibitors and speakers alike, and the full agenda gave all those attending plenty of practical advice to take away with them.

A popular innovation at the conference was a series of lunchtime ‘surgery sessions’, at which practitioners shared their experience interactively with delegates. There was also a warm reception to the speakers from abroad, representing Finland and the USA, who gave some very practical examples of highway asset management already in practice in their administrations.

The event was highly participative, with lively question and answer sessions, which included comments from Chief Officers and Elected Members, who were present, as well as those representing the practical ‘coal face’ of road maintenance and management.

Chairman of the afternoon session, Joe Weiss from City of London and chair of LoTAG, referred in his summing up to practitioners needing to be proactive rather than reactive, and the need to communicate the case for investment when resources are restricted.

If the conference was anything to go by, the industry is now really beginning the process of communication and dialogue which will, hopefully, engage the Engineering profession even more closely with road users and the politicians in getting better use out of this important asset.

CBC awarded HAMP contract by London Borough of Hounslow



CBC has been awarded a major contract to assist the London Borough of Hounslow’s Street Care Services in the development and implementation of their Highways Asset Management Plan. CBC will also have on ongoing role in auditing the success and progress of the plan following implementation.
